I was having some trouble finding them on the exchange but Grouchy helped. When you search, make sure to set – Rank: Lieutenant. Type “Starship Upgrade” and search All. Lowest price I saw was 14 milion ec.

i would say sell these while you can….price will drop very low. eventually they may go back up, but I would not oount on it.
