I solved the problem. When I first acquired the ship I did not have room in my inventory. After creating room, I needed to select it from inventory, name it and then proceed to “Manage Ships”.

Thank you for the suggestion but it did not work. I got a message saying there was no room on the Paris (my shuttlecraft) for new Bridge Officers so I could not commission her….
