The type of NPC enemies in fleet alert depend on the tier of the starbase. Pulled this image off the STO forums of fleet alert with a T4 SB (under construction).

… I hope they’re like the regular cubes you destroy on patrols, rather than the elite STF cubes…

Is it just me or do the screenshots from cryptic always look much better that what i get in the game?

I have everything maxed out and it still never looks as goof as those screens.

So looks like the NPCs scale up even if the upgrade is still under construction. That means we may see it in 4 days when our T4 shipyard completes its countdown.
