How to get access to Skirmish?

I have just created a new character (lvl 35). I have skipped through most of the mission, only running missions for particular gear I want.

I am trying to get the Subspace Field Modulator, but the mission Skirmish is not listed in my Available tap. I had a team mate share it and I was able to run the mission, but was not given a reward choice, just received XP…..

When the mission is shared with me, the mission window does state – “You are ineligible for this mission. Rewards for completing it will be reduced”

Are newly created characters just not able to get these reward anymore or is there some other requirement I need to meet? If so, does anyone know what the what requirements I need to meet are.

I found the answer, you must be lvl 65 to unlock this arc and get rewards from it.
